IMPORTED BEGGERS FROM PUNJAB

After Pakhtunkwa changed its Pashtuns Leadership of Last Government of Local Party of ANP and Adopted a Punjab based Party PTI  ,

Everything seems to be imported from Punjab in our Pakhtunkwa Province from a Punjabi Imported IG Police, to Imported Punjabi Governor , Imported Leader Imran Khan from Punjab and Bureaucracy directly in control of Punjab in form Jehangir Tarin.

Imported IG Police Mr. Durrani who was tried and Tested in Karachi and was a Failure there but he enjoys his Rank here in name of PTI Imran Khan IG is more of Disaster and PR Flop,  who said famously few days back that, “He is more concerned about  Manner and Politeness of Police with the , FATA Tribal People coming to Pakhtunkwa in his recent Blooper Statements then  the Pakhtunkwa residents “ . ( it may be noted that all IED come from FATA and carried by Tribal’s to Pakhtunkwa ).

Poor Pakhtunkwa residents and traders who have received 300 IED Blasts in last 9 months since the Imported Government of PTI and its Imported IG Police came to this Province as a Bad luck all Traders and People have started running away from Pakhtunkwa, but it does not matter to PTI.

Just before Ramzan all the Province is swamped with Faqirs and Beggars along with their contractors who are seen visibly in every chowks of Hayatabad posh areas and in Mosques and will break your front doors down till you gave them alms like “Bhatta”, or you would be disturbed from your sleep in afternoon and in Evenings .

 You would not find Pashtun beggars interestingly and no Afghan beggars but at all, but imported beggars from Punjab in Peshawar as Organized crime and Business and with shares to each and every Police station in Peshawar , exposing the corruption in Police and Exposing the white Lies of PTI under which this is happening and its claims of good Governance.

All the Beggars has accompanying Managers and Contractors who are responsible for bringing them to KPK, and paying to Police this is new Phenomenon and was seen under PTI so called Pious Government , it may be noted fare from Punjab Rahim Yar khan , Faisalabad and Sialkot is about 2000 rupees both ways in  a Bus along with food it costs about 3000 Rupees per person to come to Pakhtunkwa exposing the dynamics of Business and most of beggars are women .  

These women are Openly seen in Saddar Peshawar having Narcotics with their “Hash filled cigarettes  “in streets in Evening and also involved in Prostitution and most of contractors seen with them are bearded and having a white Mosque cap on their heads with Appearance of Madrissah People  to deceive People .

Most are Part of Narcotics ring and their Bases in Punjab and I request the Higher up to look up into this Matter as common people think PTI is involved in this as I confirmed by many People . 

PAKHTUNKHWA BAD LUCK HAVING ANTI DEMOCRATIC PTI IN GOVERNMENT

A Year has passed with PTI in Government and Imran khan has not come to terms with himself that he is in Government and ruling a Province called Pakhtunkwa. He still think he is in Streets and leading the People of Pakhtunkwa to Destruction and Deceit in streets.  

He is leading them to accomplish his Personal Wishes to Ride the Takht-Lahore of Pakistan with a Short cut like Shortcut Aziz our Last PM who had no constituency

First after Getting Votes from Pashtuns of Pakhtunkwa, he is talking all the time about FATA and Waziristan where he did not get a Single seat from 10 MNA or 8 Senators that Lead FATA , he is more Worried about his Tribal Brothers in Waziristan and his Tribe.

PTI votes are Mostly in South Pakhtunkwa Non-Pashtuns  domain of Voters of Mulana Fazulur-rehmans JUI Islamists and PTI is week in Pashtun Real Pashtun Base in Mardan Charsada and Peshawar Divisions and even it failed Miserably in Hazara, yet he wants to make Hazara Province by Hurting Feelings of Pashtuns .

Imran Khan more of Tribal Nature then a Pashtun Nature, rather his Philosophy is Anti-Pashtun Nationality while he Loves and Advocates a Tribal Pashtun Sub Nationality as he Advertises himself more of a Tribal Mehsud or Burqi from Waziristan.

This  reflected in his Party as most of His Leaders in PTI are Afridi,s , Mommands from , Mehsud Waziris and other such People belonging to FATA, but Settled as Immigrants in Pakhtunkwa after 60 Years of Wars being Played in FATA and Pakhtunkwa starting from 1947 War of Kashmir with Indian Army .

This Leads to Interesting verbal Statements he has on Pashtun Nationality which he Hates Yet  he romances with Ideals of Sub-Nationalist Tribal Braveries and Fights against British as his Ideals and he Applies to Taliban Tehrik who don’t believe in Imran Khan but their Islamic Emirate Ideals in FATA.  

His Ideals has no real Basis in History as Tribal’s accepted the FCR system in 1893 and their Maliks took Bribes from British Political Agents under FCR laws and these are still continued under Article 247 of Pakistan 1973 constitution and is never changed even after 124 Years ,  existing since 1893 when Durand Line was made.  

These Bribes made Tribal loyal to British after taking regular money in form of Lungi ( Turban) , Spina Jora ( White clothes) with different Money rates who was most loyal to British Raj .  This system continues today when this money is Sanctioned by Political Agents from Islamabad .

In Pakhtunkwa it was reverse , Pashtuns accepted the ideals of Pashtun Nationhood and their Rights under Bacha Khan  and Made 100,000 Army of Khudai Khidmatgars who fought British tooth and Nail and Also since 1893 continuous wars were fought with British till 1947 in Pakhtunkwa Area not in FATA.

Leading the British to Abolished the FCR after Round Table conference 1930 , when Dr Khan Sahib  Brother of ANP Bacha Khan Asked for Democracy and hence First Pakhtunkwa Parliament came into Being only in Pakhtunkwa not in FATA for the record.

Instead of Favoring Democracy Imran khan PTI is Advocating a Tribal and Britsh FCR System of Lord Curzon for FATA Tribal’s which is condemned by World as Most Brutal and Inhuman.

In Pakhtunkwa he is Deceiving Pashtuns by not Doing what Parliamentarian do make Laws and Make Good Administration in Pakhtunkwa and Also Bring about Democratic System in 7FATA Agencies (10-15% of Population of Pakistan ) or 6FR Areas (10% of Population of Pakistan)  that are Part of Pakhtunkwa and also where People have been Driven to Brink of Insanity by his stupid and Naïve Politics, his caliber is that of a BCCP chairman not of a Politician of caliber to Lead Political Parties or Pashtuns. 

INTRODUCTION OF TERMINATOR GM SEEDS BY IMRAN KHAN GOVT IN PAKHTUNKWHA

Imran Khan led Government Tried to spell Disaster for Pashtuns last month , as he tried to Introduce a Genetic Modified Seeds Bill on April 24 2014 in KP Assembly on Instruction of His Pay Master by USA and Israel Based Multinationals corporations in Pakhtunkwa as Pointed out by Noted Journalist Saleem Safi in  his Article .

This seed is Banned in All European Union and in Many countries like India  and other who have some common sense in  them to see that this seed is very harmful and can destroy the flora and fauna of most Beautiful Part of Pakistan.

This Seed is know as Death Seed or Terminator GM seed , by Many as it has inbuilt mechanism of producing crop only once so that the Multinational corporation making it can sell their seeds again and again every year to make Horrific unlimited profits . Crops based on this seed can only have USA based Insecticide Drugs and no other works on it. GM ,seeds introduces harmful New Variety of Pests.

This is done via Genetic Modification GM of Natural Seed so that Bio Domination of Target Areas can be Achieved by Multinational USA Capitalist corporation on Poor countries making them slaves. This Seed is Banned in Punjab and Sindh as well.

PTI a party of Punjab based leaders and especially those Borrowed from Engro Like Asad Umar son of a General Umar who with General Yahya cause Separation of East Pakistan , and who had been Issued a death Warrant by Hamood Ur Rehamn Commission but is alive Shamefully , for Dividing and Loosing 60% of Pakistan seems to be Behind this agenda also Accused of Urea price raise scam in NAB files.

These Punjab based Leaders and their Masters in USA are trying to make Pakhtunkwa a Lab of failed Projects as Pointed out by many experts in Seed Development, that why an Expensive USA GM seed is being Introduced when a Organic and less expensive seed is Available in Pakistan .

They Wanted to Destroy Agriculture base as this GM seed has Terminator Technology that allows only once Production and you have to Buy Again and Again from American company to be in Business and furthermore introduction of this Seed makes Farmers dependent on Only American Pesticides that can work with GM seeds and its crops .

Furthermore , cross Pollination of its Seeds makes transfer this genes from this Terminator GM Seed transfer to other crops that are Organic and it also becomes dependent on these Insecticide Drugs Like Corn.

This Devious scheme can only be thought of by Imran Khan and PTI with Punjabi Leaders deciding form Poor and Un assuming Pashtuns who are being Deceived by Khan in Name of Imran Just like an Immigrant Yahya had a Khan in his name and people Mistakenly think Imran Khan and Yahya Khan they are Pashtuns . 

CONFUSION OVER GENUINENESS OF HAZARA QUAM

Hazara was the Name given to District of Hazara created by the British to Weaken the Pashtuns of Pakhtunkwa who were fighting the British even after creating Durand line to Divide and rule them Separate them from Afghanistan and then subjugated them via Artificial Provinces that ensured Division of Pashtuns.

Like FATA, Pakhtunkwa and Gilgit Agency and 7FR areas, that also included the 7^th FR Area of Torghar also known as Kala Dhaka ( Now made Settled Area  Via efforts of ANP with just a Single sign of President ) and not counted while Submitting resolution. 

It was the British First Introducing Hazara Identity in Heart of Pashtun lands as  Major James Abbot agent of Viceroy was sent to Pakhtunkwa as Commissioner Hazara created this Hazara Identity .

Identity created by Joining two Districts Abbotabad and Manshera and making it Hazara District for first time. After Creation of Pakistan and break up of East Pakistan In 1971 after Dissolution of one Unit Kohistan was Added to it to make it bigger Artificially.

Hazara Quam originates from Afghanistan and it comprises of Mongol Chinese race that is also know as Tajik /Uzbek race and is found in Afghanistan Uzbekistan and Tajikistan right Near Durand line and Center of Afghanistan known as Hazarajats, as well as Baluchistan .

Motive of British was to crush Pashtuns resistance to British Empire of Viceroy ,but to expect that from Imran khan of PTI is both confusing and Hilarious speaks of His Naivety as Politician and lack of competence to understand Demographics.

Confusion is Amplified by Punjabi Nationalist Gujjars / Sikhs who came with Ranjeet Singh and Later British Army Sepoys under Gora Officers Fighting Pashtun in Afghan wars stationed in Abbotabad also known as Sardars Punjabis or Gujjar Punjabi Ethnicty Speaking Punjabi/ Hindko are Erroneously bundled up with Hazara race(Dari Speaking Originally )  and we are confusing them as Hazara Ethnicity.

So why Kohistani or Punjabis and Pashtuns ( Majority in Hazara ) are now being Bundled up as Hazara Race by Politically Naïve Imran Khan who should have better as PCB chairman  rather then Head of Political Party that is bent Upon being an Enemy of Pashtuns and Most Unpopular after Passing of Hazara Province Resolution as a Failure .

In words of Baba Hazara he termed Imran khan as Fraud , on Mass media as they could get only 36 Votes far less then 83 to Pass it.

PTI is bent upon being an Enemy of Pashtuns and trying hard to Implement by force “Hazara”  Meaning a Thousands derived from Mongol Chinese Race of Mughal known as Uzbek and Tajiks in Afghanistan or Turkic Nation and forming Part of term being an Afghan Term as well as Afghan does not mean just Pashtun but Includes Hazara/Ubek and Tajiks.

Why PTI is going Lengths on a new Province in Pakistan by Amending Constitution for just two or three Districts?,  when so called Hazara are not even Majority in these Two Districts of Manshera and Abbotabad or even Kohistani and not accounting new formed Torghar District of Yousafzai Pashtuns .

Imran khan is a Naive Politician (No Idea of Ethnicity of Pashtuns or Hazara) More Damaging then an Enemy of Pakistan it seems as Saying goes .

HAZARA PROVINCE RESOLUTION IS ILLEGAL

The Passing Hazara Province Resolution is Illegal as it doesn’t represent all the citizens of Pakhtunkwa, violating equal representation of Pashtuns who also live in Hazara division.

First the Provincial Assembly doesn’t represent 6FR regions 1.5 crore people of Pakhtunkwa and those of FATA making a farced Minority of Pashtuns without equal representation.

Second An amendment to Article 247 of constitution is required First enabling equal Representatives of Pashtuns before a new Province resolution is considered legal.  

Dividing Pashtuns and their lands without 1.5-4 crore people of FR regions and FATA consent is fraud of Equal representation and denying rights of Pashtuns and Enforcing Minority will on Majority.   

Kufar as Lord Curzon’s 1900 laws, are Part of constitution via Article 247, being Illegal against Islam and Human Rights is enforced by Punjabi Leadership Violating Article 8 the Fundamental Rights of human beings.

Thirdly No Political representation or Association Guaranteed in Fundamental rights Article 17, in 6FRand 7FATA Pashtun Areas with no representation technically being part of Pakhtunkwa as it has Same Governor is being violated here. Neither 7FATA Agencies + 6 Fr Aras inside of Pakhtunkwa have been asked or represented in this Decision .

Fourth a Minority Hazara Population( Misnomer as they are not Chinese Hazara)  is being given a Province and majority Pashtuns are denied Fundamental Human Rights not being equal to Punjab or Sindh via Anti Representation laws via Illegal Resolution of Division of Province, via Lord Curzon laws of FCR +Article 247 and Violation fundamental Articles8 to 25.

Fifth  Non Representation Exists here Majority Pashtuns have no Freedom of Expression as they are Subjugated by Bureaucrats of Punjabi Establishment the Political Agents Violating the Article 19 Governing 60% of Pakhtunkwa as 6Fr regions . PATA , and FATA.

Hazara Chinese Province is  highly challengeable as No Freedom of Speech and exist for almost 60% of Pashtuns Population of Pakhtunkwa and 6FR regions and 100% Population of FATA. While Hazara are actually Afghans (Uzbek Mughals or Tajiks Turkic’s minority)

Discrimination against one Ethnic race and it is Violation of Fundamental Article 25 or constitution Guarantying equal representation, Such fallacies Lord Curzon laws make Pashtuns a Minority in their own Province while Minority Hazara  are being granted a Province.  I don’t understand why is not challenged by any one in Supreme Court so far.

Non Pashtun Imran Khan just like Dictator General Yahya Khan part of Punjabi Establishment ( Immigrant from Delhi disguised as Pashtun) is south Punjabi previously part of Pakhtunkwa till 1971, When one unit was broken by his Political father Yahya Khan half of Pakhtunkwa Divided in same way and Forcibly made part of Punjab Bloating Punjabis falsely to 65% of Population.

Almost 2 crore Plus Pashtuns Khattak, Yousafzai who lived East of North to South Flowing Indus river became Punjabis in one day, in same way Pashtuns of Hazara Division would become Chinese Hazara as a falsely Interpretation as they are Afghans Uzbeks/Tajiks not Chinese .

Imran Khan are taking revenge from us after he lost his culture and neither speaks Pashtun nor  is technically a Pashtun he is passing laws here that wants to further harm the Interests and rights of Pashtuns, would be considered as  Enemy now and might loose all his constituency in Pakhtunkwa because of his Novice Politics and lack of Understanding of Demography it was our Gravest Mistake to think of him as Pashtuns friend a big surprise awaits him as a Failure .

WHY FC PAID BY PAKHTUNKHWA GOVT WORKS IN PUNJAB AND SINDH

The Pakhtunkwa 6FR Regions which are Technically Part of federal Government does not have any Police to take care of it as it is part of federal Government and are not designated as settled Provincial Area under CM Pakhtunkwa or Provincial Government.  

About 1 crore, People live in 6FR regions under FATA secretariat of Islamabad yet there is not a single man to Police it or control it , because of simple reason that it was controlled By British before 1947 via Frontier constabulary which is under Interior Ministry of Pakistan now after 1947.

Frontier Constabulary is exclusively for 6FR areas as for 7FATA Agencies; there Frontier Corps which is also known as Rangers is a different force.

Yet when Pakhtunkwa, is suffering the worst terrorism in History of world, 1 or 2 Bomb blasts occur every day, more then 365 a Year.

Dearly needed Frontier corps FC Platoons are moved out of Pakhtunkwa about 300 FC Platoons are moved out of Pakhtunkwa. Required for those 6FR Areas, to Punjab, Sindh and Islamabad.

Although they draw the salary from Provincial Government, they aren’t in control of Provincial Government or IG Police but under Federal Government.

A clear Apathy under Interior Minister a Double Barrel Chaudhry, who is a Khan as well as Chaudhry called Nisar, is using it for VIP duties of Embassies of Diplomatic Enclave.

Pakhtunkwa Police force is also lowest Police per Population as compared to Punjab and Sindh even when Punjab has almost nil Terrorism.

About 150 Platoon of FC constabulary are Assigned to VIP duties Protecting Diplomatic enclave for whom they are not trained or Equipped.

IS allowances for Internal Security Duties haven’t been paid to them for last 4 Years.

A Frontier Constabulary Trooper almost cried in front of me in Diplomatic Enclave Islamabad. A Punjab Police SSP is In charge Officer has put the IS money supposed to be paid to them in some account and drawing huge Interest for Himself as he Alleged.

Poor FC Troops are being forced to live in tents in rain Hailstorm and Freezing conditions. There is no covered Accommodation in Diplomatic enclave.

No Latrines are Provided , Forcing them to  use the empty plots for Call of Nature in Inhuman and Degrading conditions No food or Mess facilities Exists there is no canteen for them for Last 15 Years .

My Question is why 6FR Areas being Hideouts of these Terrorists from Tribal is being left as  Non-Governed deliberately by Interior  ministry under Double Barrel Interior Minister and Corrupt PTI Government. It shows they are accomplice in terrorism.

Why cant Army trained Rangers be sent to Diplomatic Enclave instead of Poor Frontier Constabulary trained by Police, being not trained for such duties without no accompanying officers as they take instruction from FC Havaldars.

There is an accident waiting to be happened as it is severe carelessness and Foolishness by our Interior Ministry leaving Diplomatic Enclave as well 6FR areas in Jeopardy and Unguarded.    

PAKHTUNKHWA SOLD TO THE DEVIL

After a bomb, blast is happening every 24 hours, after 365 blasts every Year occurring in Pakhtunkwa, majority of them in Peshawar, DI-Khan and Kohat and Hangu areas.


 

7 FATA Agencies and 6 FR BufferAreas

This IG Police Imported from Notoriously Corrupt Punjab Police is found of media Circus but not Performance and has no Idea of Pakhtunkwa FR Areas or FATA under PTI being worst Government in History of Pakhtunkwa since MMA. Interestingly half of MMA is still part of PTI Government as Jamaat Islami with Links to Taliban.

Media Savy IG Pakhtunkhwa an Import from Punjab 

These Provincial Politicians can be termed, as more are pro-Terrorists rather then Pro-People. There Mal- administration can be observed everywhere. Federation under PMLN Chaudhry Nisar Included.

 Car bombs, Suicide Bombers strike Peshawar coming from FATA and 6FR areas, but PTI Govt fails to ensure that road leading to Peshawar is sealed via Frontier corps under Army or Frontier constabulary under IG Police Durrani meant for 6Fr Areas that makes Buffers zones between Pakhtunkwa and FATA.   Pakhtunkwa is under Direct Attack from 7FATA Agencies and its Buffers 6FR areas such as FR Peshawar , FR Orakzai, FR Kohat, FR, Tank, FR Bannu and FR DI Khan as they are left Ungoverned as custodian are on VIP Duty in Islamabad and Punjab .
 About 150 Platoon of FC constabulary who are paid from Pakhtunkwa Government But are Serving in Federal Territory Islamabad Assigned to useless VIP duties to protect the Embassies of Diplomatic enclave for which they are not trained or Equipped.

Frontier Constabulary Meant for 6 FR Buffer Areas under IG Police Pakhtunkwa and Interior Ministry  

  


While Leaving 6FR Areas un Manned Open to Criminals as Pakhtunkwa Police has no Jurisdiction in Federal Territory of FR area and FATA to Protect it while these Areas are Embedded in Pakhtunkwa Areas.

Frontier Corps Meant for 7 FATA Agencies under Army Officers and Interior Ministry

95% of Terrorism Occurs in Pakhtunkwa there is deliberate shortage of Police and FC Manpower by PTI. The check posts Inside the Pakhtunkwa boundaries are only Limited to Cantonments, are just for Decoration Purposes and  fooling people as if they are for their Protection. It was noted that check Post are only Surrounding only the Cantonment and not the Pakhtunkwa Periphery with FR Areas and FATA are practically without either Corps and Constabulary both only some brave Aman Lashkar or Local residents are manning it with self help.  In Actuality all Roads from FR Areas, FATA  are Unmanned by both Frontier Constabulary in FR Areas for which they are meant or Frontier Corps as they are short manpower
 The other FC or Frontier Corps under Army who are only working Inside of FATA but not in 6FR Areas or Pakhtunkwa as they are controlled by Interior Ministry and FATA secretariat Islamabad . There are No Scanner, No Bomb Disposal Equipment or training either of Pakhtunkwa Police and Constabulary .  Public of Pakhtunkwa who are Deliberately left to Harms way by both PTI and PML and the Army .
 It may be noted that Army Corps Commander was called by Peshawar high court above subject by Last CJ Dost Muhammad but he failed to Appear. These people have sold of Peshawar people to devil and are involved in Criminal Negligence. 

PTI INVOLVED IN LOOT SALE OF PESCO+TESCO

The Two sons of General Asad Umer Famous for his Involvement in East Pakistan Breakup as IB Bureau chief as Right Hand man of General Yahya Khan are sitting in Privatization commission as all in all deciding the fate of Pakistan Hard Earned Assets built with loan’s from IMF and World bank worth Multi Bullions for whom we are still paying Monthly Installments and would be paying for next 50 Years as well in form of Inflation.

Inflation is becoming so Unbearable that I am sensing general Disobedience of people of Pakistan if we continue like this under PMLN government given a clean chit from Establishment and Opposition Parties.

 Zubar Umer brother Head of  Privatization commission is brother of Asad Umer of PTI Heading KPK Government , so this one family who has Involved in East Pakistan Break up is both Worrisome and Suspicious  for us as Awam ,

it speaks of Involvement of Agents of World bank and IMF as they are on Payroll of American companies both of them.

Zubair Umer Gave an Interview yesterday claiming that PTI is onboard with PMLN in selling PESCO to anybody. Punjabis are Deciding fate of Pashtuns is both Undemocratic. 


Claim by Interview to BBC by  Zubair Son of General Asad Umar Who Break Up East Pakistan   that PTI Is Involved in this scam of Looting Assets of Pakistani and Pashtuns in Particular

This is foolish as PESCO has two components PESCO and TESCO, the Theft and Losses of PESCO is because of TESCO , ( Tribal Electric Supply company ) as All 7 Agencies of FATA as well 6PATA Agencies + 6 FR areas are all dependent on PESCO ( As TESCO is not Separate from PESCO as it has same Hardware and Machinery Physically Impossible to Separate ).

Since 1947 , Tribal’s have been Promised free electricity as part of Constitution 1973 and Quaid I Azam, as Policy.

Since population of KPK is 15% of Pakistan which pay Bills only except in 6PATA and 6 FR regions making it roughly 10% of Population as we Minus FR Areas.

While 7FATA Agency 10% of Pakistan Population are promised Free Electricity by Quaid I Azam to Present Nawaz Shareef as a Policy and in Current Budget 12-15 Bullion Rupees were allotted to FATA secretariat Islamabad ruling FATA for Free Electricity that had to be Paid to PESCO+TESCO.

So this Punjabi Leader Asad Umar of PMLN and his Brother Zubair Umer PTI are not competent and Qualified enough to understand these  details as they are not sons of the soil and have No Empathy for Pashtuns.

Same is Chief Minister Pervaiz Khattak who is not even in Power as whole Province is run by Jehangir Tareen of South Punjab and the chief Secretary KPK as reported in News .

It is Impossible to Privatize this Puzzle called PESCO+TESCO without changing 6FR areas, FATA and PATA areas by Abolishing Article 247 of constitution or we are facing a Disaster far bigger then KESC in years time because of incompetent PTI we voted and Incompetent PMLN and its stupid Policies that can lead to break up of Pakistan .

DOZEN MEASURES THAT ELECTED CIVILIAN GOVERNMENT WONT DO TO CURB TERRORISM

When one listens to Politicians and News analysts, says things that can curb and minimise terrorism one wonders why these measures are not taken to eliminate terrorism. These measures are discussed in countless TV shows and News articles with these glaring and Glorious truths. Still the government won’t take these measures for mysterious and un-Explainable reasons. The country is on the Brink of Bankruptcy and it is facing with Terrorism Crises that is Severest then faced by any other country in the world. As Bad Economy is underlying cause of Terrorism.

1. Afghan Refugee Problem ;

There are 50, Lakhs Afghan refugees in Pakistan, Documented, and Undocumented they could be more, as the previous Refugee exits from major cities in Peshawar and Quetta and Karachi got settled again in the Tribal regions. They never went to Afghanistan after the UNHCR gave them money and transport to go to Afghanistan.

The Federal Government loves them but the Frontier and Balauchistan People are weary of them. They commit crimes. They are part of Madrassah,s and provided material for Terrorism. They are Involved in Street Crimes Drugs and Terrorism.

95 Percent of Global Drug Trade equalling 3 Trillions of US Dollars is done from Afghanistan. The Brother of Ahmed Karzai is implicated as one of the Biggest Drug barons. USA Afghanistan and Pakistan take no action against him. All the Drugs pass through Pakistan and to Karachi port where it shipped to the world.

This highlights the reason why President Karzai does not support Destruction of Poppy Crops in Afghanistan by NATO forces and even the Closing the Durand Line through, Mines to stop Cross Border Infiltrations.

The period for Refugee Deportation was 2009. Which has arrived, the Federal government won’t send them for mysterious reasons. Pakistan has more suicide bombings then Afghanistan, hence Afghanistan is more peaceful then Pakistan. So why not send them home when the timing is right. One can even Develop town ships for them on Borders on Afghan soil .

The federal government loves them, for obvious, reasons that it wants to please USA. and wont part with them, and it has granted an extension up to 2012. This matter was not considered to be discussed in sitting Parliament and provincial assemblies. So much so, for democracy , National Security and Public Opinion.

Pakistan Economy is bad we cannot sustain them and we are not getting any Aid from anybody for them now so lets part with Them before NWFP and Balauchistan Part with Pakistan and join Afghanistan. In a way, Taliban Movement has been established as separatist movement and the Present Military operation was started because Bajaur and Swat had been separated from Pakistan according to ISPR itself.

2. Durand Line border Sealing :

It is High time that we seal off the Border with Afghanistan with Live Mines, as it is Economically not possible to Man the complete borders with Army, which is almost 16, 000 Km in Length. Mining it with live mines specially the Borders with Swat, Malakand, Kurram agency, Waziristan and Lets not Forget the Balauchistan area, that is bordering Helemend.

If it is not mined then Terrorist can come from Afghanistan as Government is claiming after being trained in Afghanistan by Indian Raw agents and cause Havoc here. This may be a cheaper and economical solution as Pakistan manufactures mines.

As only 40 Points on Durand line which enable a vehicle to Cross. This is easy to plug by Government. With 40 Check posts.

The Immigration Control is non-Existent in FATA and there are department like the one present in Settled areas of NWFP to support governance not present in FATA. Afghan refugees who were supposed to be exiting Pakistan and were paid dollars to go Back all , went to FATA and settled there .

As the Electricity was free , no bills to pay and No Check and balance, as per FATA regulation , it provided them heaven on earth and protection of Tribal Culture . This enabled them to Fight wars in Afghanistan even without the Consent of Government of Pakistan very easily and make FATA as Heaven on Earth for Terrorism and foreigners as well.

Furthermore, absences of Elected Nazim and other official like commissionarate system enabled Zero Governance and Identifying of these Loop Holes. As practically the “Political Agent Just Governess is just on the Roads of FATA only.

Away from roads, there is Zero Governance.

3. Economic Aid to NWFP and Balauchistan :

Economic Aid is Promised by everybody, but is not delivered on Ground. The resistance is especially great from the Central Bureaucracy and Politicians. Even PM Yusaf Raza Gillani recently resisted lower Electricity Rates for NWFP, he said, “Electricity will be of same rate all over Pakistan.” . In fact the Per Unit, rates are Higher for NWFP as compared to that of Punjab and Sindh.

He completely undermined the effort by ANP to give relief to NWFP, which is destroyed economically because of terrorism and lack of Confidence by Businessmen to invest in this province. Out of 35 Billion Dollars of destruction Pakistan suffered, out of that 25 Billion is suffered by NWFP alone.

The common sense dictated that some relief and special incentives had to be provided for economic Viability of this province.

ANP wanted to adjust the Royalty of 500 Billion Rupees, which the Federal Government Owes to NWFP be adjusted by not increasing the electricity rates to NWFP. This would enable Investor confidence and more jobs for people and drastically reducing Terrorism as economic progress defeats it. A good Idea but Big Brother said no.

The PM is remains oblivious of what is right thing for Pakistan is? He wants to please the bigger province to which he belongs while closing his eyes to Plight of smaller provinces. In order to Please his constituency ,

His Power and Electricity minister raises the issue of Kalabagh dam frequently although the official policy is otherwise and Kalabagh issue is vetoed in 3 of 4 Provincial assemblies of Pakistan by same parliamentarians.

4. Economic Development of FATA :

The Reconstruction Zones for FATA as common sense dictates should be inside the Areas of FATA. To my utter surprise they are in Settled Areas of NWFP and Kashmir?. I cannot imagine the Incompetence of the Government Planners who did this. How can these regions provide some relief to people of FATA? When they are not situated at their doorsteps they have relocate and leaver their Homes to get Benefit from it.

The homes will remain the Way it was 100 years ago will remain the same for another 100 years . The PM was saying that he had approved a Medical college for FATA. I could not imagine his Naivety. The proposed FATA medical college is being proposed in Peshawar. Which already has 4 medical colleges. What good is another one? This shows what the establishment is doing to Promote Economic Development, Almost Nothing.

Even the FATA Secretariat is situated in Peshawar not in FATA. Jamrud is hardly one KM from Peshawar. This could be a better place for FATA secretariat and medical College should be made in Waziristan / Kurram Parichinar area / Bajaur, where it is needed the most.

The people of Tribal Areas have been frequently raising hue and cry about this White elephant which performed nothing tangible . Fata Secretariat only serves people who are employed as Civil servants and their Kith and Kins. In one scandal came out recently was it was bribing the Malik,s ( Local Leaders of FATA ) , was Fake Paper jobs and were getting FAT salaries into their Pockets . Even one FATA Parliamentarian was involve in Such salary taking from FATA secretariat and his case is in courts to Ban him , as Parliamentarians cannot be Government servants according to Constitution.

5. Tax free Zones in NWFP :

Tax Free Zones should be proposed in NWFP as they are proposed in Balauchistan and Punjab. Why the NWFP and FATA people have to Travel to Karachi and Punjab to get jobs, why not in their own Province. The Flawed Policies of Federal Government establishment has promoted mass Migration to Punjab and Sindh.

The Tax free zone is the right way forward. As almost 35% of Electricity is lost as Line losses ,on the way Planners should have made industries close to Tarbella and Electricity generation sources .

Gaddon was one such thing, which was established after it, was proposed by USA when it wanted to curb poppy Cultivation in PATA. When Nawaz Sharif Govt came, one of the first things it did was to finish the Tax-free status of Gaddon. Ultimately the, industries closed down one by one to perfect standstill now.

Even now China Industrial Zone in Nowshera was being shifted to Faisalabad Recently and Quietly to Protests of Local people, as reported by The NEWS recently.

This kind of Flawed policies should be avoided and more Tax free zones be proposed otherwise the Madrassah will have more and more recruits for suicide bombings.

The concept of containing NWFP with all the Problems of Afghan Refugees Now, the IDP of 2.7 Million, without any Livelihood and with War on Terror Played in FATA and NWFP Theatre and believing that all will be all right in Pakistan is a Naïve notion of our Leaders and Generals. This will produce more terrorist by hundreds as Camps in 80, S produced Mujahideen and Taliban.

The concept of Lower Freight Charges for provinces far away from the Port should be Introduced, Just like in INDIA, where the provinces that are far away from the port are having same freight charges as the ones where the Port is Situated.

Subsidies should be given to NWFP on electricity for next 5 years, to encourage more jobs creation; otherwise the people will stick to Terrorism as a job.

6. Province Name Dilemma;

Respect is demand of every human being, when a person is addressed by a name respect is generated. British Denied name to Frontier Province so to take revenge for its dismal performance in First, second Afghan wars where it lost nearly 99.9 Percent of its troops in 1850,s and 1870,s.

Its Divided and rule Policy was what prompted them not name this part of geography which it Forcible annexed from Amir Abdur-Rehman of Afghanistan in 1901. It divided the people cleverly in such geographical distribution so Pukhtuns could not achieve Full Democratic representation equal to population Size.


This they did by dividing them into Settled Area, FATA, PATA, NWFP, Northern Regions, and FR Regions. Even the Settled Area was divided into Hazara and Pushtoon areas. This Policy is Continuing uptil now in Pakistani Government.

Even the First CM of NWFP in 1937, Shabizada Abdul Qayum khan was a Kashmiri not from Pukhtuns population done on purpose to suppress Pushtoons. On ground, Population of Pukhtuns is not represented population wise even now as Population of FATA and FR, is not represented, and its correctly counted to this day.

Even today, The PML-N would not support the Naming of Province on the most populous people the Pukhtuns as on Ground the Hazara,s are shown to be in Majority by Government of Pakistan statistics for NWFP of settled areas only and based on that Statistics (erroneous) . Pukhtoons are Minority in Their own Province just as Balauchs are Minority in Balauchistan to Pukhtoons all magic of mighty British Empire.

7. Kalabagh Dam issue:

Democracy is something that follows the Mandate of People, what if a Dam that is opposed by three out of four provinces and their respective provincial assemblies of NWFP, Sindh, and Balauchistan have passed unanimous resolutions against it.

Still PML-N and PML-Q and some other parties that have power base in Punjab would give statements in favour of Kalabagh Dam. It is shameful politics. This is what we call Civilian dictator ship behaviour from PML-N and PML-Q when it would not listen to even elected representatives and Assemblies.

The fact is Kalabagh Dam has landed us in trouble, if we had abandoned it earlier the better it would have been. We could have channelled the wasted spent money on its Surveys, smaller dams and Smaller Hydle project would have completed earlier and hence no load shedding now.

Punjab is stealing NWFP share of water totalling about 30 percent of NWFP share for the last 60 years. Which is also , another thorn in the issue.

When some MAF water is stopped by, India Bureaucracy talks of war. When it itself steals water of smaller provinces it is routine Matter.

If the Wall of Large Canal system in Punjab is Patented (Concreted), it will save Water equal to three (3 ) Kalabagh Dams. As we loose this amount of water due to Water logging. The Potential for Electricity is 4000 Megawatts and that from May to September only in a year from Kalabagh dam ( as Dam gates are closed to store water ) and from Smaller Hydle Projects in Just NWFP would be 30, 000 Megawatts all year around.


8. Smaller Hydle Projects ;

NWFP has Hydle project potential of 30 thousand Megawatts, due to Punjabi dominated establishment it is never allowed to work on these and many measures were taken to prevent it.

While present PPP government is working on generating expensive electricity form Furnace Oil based power plants. It will not allow small hydle Projects on streams and rivers and smaller dams. In NWFP. This will produce cleaner and cheaper Electricity.

This Policy of not doing the right thing is because of Punjab dominance on NWFP resources through Bureaucracy.

When whole of country is, darkened by Load shedding crises, the policies of those sitting in Wapda offices, in Lahore and in Islamabad is beyond comprehension. Even if somebody wants to establish a Power generation unit the Procedure is made so complex that people run away from it.

It may be noted that Chasma Power plant was shifted to Geographical location of Punjab, as in original Blue prints, it was in NWFP. So that NWFP could not get Royalty form it.

Recently the Diamer Bhassa dame royalty issue are also not Finalised and NWFP and Northern Areas are kept away from it.

Many of The projects are given to Private sector rather then NWFP Government. Just to keep an upper hand and Deny Royalty to NWFP.

The Kurram Tangi dam projects has hit snags from the Punjab dominated Bureaucracy and being Delayed Unnecessarily. This on Top of Useless and False propaganda from Punjabi dominated Bureaucracy that NWFP is delaying it .

The Biggest Hurdle to this is Ministry of Power and the NEPRA, which does not allow small investor to Invest in this industry by not giving favourable rates and slapping the Investor with ridiculous conditions. IT is interesting, when about 100 applications were filled for Wind energy only one could be successful due to NEPRA.


9. Royalty on Crops produced in NWFP ;

The Crops produced in NWFP, does not pay royalty to NWFP, but are paid to Federal Government.
This discrepancy is strange when all crops grown in Punjab pay royalty to Punjab Government.
All these measure produce economic deprivation to NWFP, which lead to generating hate towards the Centre. One should wake up before something else happens.


10. FC Deployment out of NWFP;

While the NWFP is worst hit by terrorism the Frontier Constabulary that is supposed to work in NWFP and FATA, 35-40 Platoons are deployed out of NWFP and FATA. The Taxpayers money of NWFP is spent out side of NWFP. When it is needed the most and Police is plagued by deficiencies in this Targeted province by Terrorism.

The Government has recently Increased the Salary of Cops in Islamabad costing One Billion rupees , it has totally ignored the NWFP. Even the funds are not, being provided to Increase the Police Force. Even NWFP cannot afford to fund to Keep a Elite Force of Commando force that Punjab has and NWFP doest have. The Punjab cannot be safe when Policies of Federation make NWFP, unstable.

This behaviour is Un- tolerable and Against the Pakistan National Interests Well being. People have started questioning it now.

The solution to Swat PATA( Provincially Administrated Tribal Areas ) region, comprising of Buner, swat, Shangla, Malakand, Upper dir and Lower Dir there is no Presence of Frontier Constabulary , A new force should be raised to cater its needs.

The absence and the power Vacuum this creates is the most important Factor in allowing the Taliban to get hold in these areas. When Army actions takes place, the place is cleared the Taliban’s come back again to form their government immediately and run thier courts . As the Machinery to Protect is not deployed there Physically .

Recruit of More police should be done immediately especially in Areas where operation are being performed by Army. In Fata , the Police should be deployed with Thanas as this is most effective measure of Intelligence Gathering and Control over Local populations . This can be done when it is changed into Settled Areas rather then PATA as Government wishes.

11. Governance issues of FATA;

FATA after the Afghan jihad era ,and then later in Taliban era, and now, when war on terror is being fought there and Being lost . After 1901 when FATA, NWFP and Balauchistan, was separated from Afghanistan. The Governance from the last 100 years is Malik system of Governance? , that only village elders would vote.

During the Pakistani Government Phase the political Agent Lost the Governance and Power to Control, A major Loss in Control over FATA by the Pakistani Government. Occurred when it lost the support of the Malik,s and as Voting rights to Individuals was introduced in 1997 during Nawaz Shareef rule.

Bad Decision by the Government then as it Strangely Missed out , the Political parties act to be extended to FATA, This enabled the Individuals to Vote although, Political parties were not Authorised and to field their candidates . Creating a Vacuum, which was exploited by Criminals and Religious Outfits? . Mosque became the political Head quarter and MMA was one to gains most as these parties were the one which supplied weapons to Mujahideen and Taliban and were rich . Terrorism spread because of their hold on FATA. Otherwise, these parties never Take more than 15% vote in Fair and free Elections.

Despite the introduction of adult franchise, the people of the Tribal Areas do not yet enjoy political and legal rights as equal citizens of Pakistan as their transition from autonomous regions into full settled areas with representation with the government has often been slowed down by Local Malik,s, .

who are gradually losing their traditional power to Taliban, but they are the Biggest Hurdle to progress as they oppose changing to Settled areas although Practically they are powerless now and they Argue a lot to maintain status quo.

Article 25 of the 1973 Constitution declares that all citizens of Pakistan are equal before law; but this article is not applicable to FATA, although under Article 1 of the Constitution FATA is part of the territories of Pakistan, many in Pakistan and particularly in FATA want, this changed. The two elections (1997 and 2002) following the introduction of adult franchise in FATA were held on non-party basis.

The Religious organisations and parties enjoy unchecked, power here by the Government of Pakistan. While political Parties does not.

Article 247 is also another issue as due to this the Supreme court of Pakistan, The Provincial Assembly of NWFP and National Assembly has no Authority on FATA and PATA ( Swat , Dir and Malakand ) . This explains the Rapid Talibanisation there.

12. Local Government and Justice Courts :

Under Article 247 of the Constitution, federal government enjoys absolute authority over the Tribal Areas. Under sub-section (7) of the same Article, High Courts and Supreme Court of Pakistan are barred from exercising jurisdiction over FATA.

The draconian law known as Frontier Crimes Regulations (FCR) , Formed to Crush Tribes Men after this area was forcibly annexed from Afghanistan, framed by the British in 1901 to keep the people of Tribal Areas under suppression is still the law of the Tribal Areas. As without any Though Zulfiqar Bhutto chose to make it part of 1973 constitution. If there is any law which is British and not changed it is this Draconian law.

Article 25 of the 1973 Constitution declares that all citizens of Pakistan are equal before law; but this article is not applicable to FATA, although under Article 1 of the Constitution FATA is part of the territories of Pakistan.

This Strange Anomoly has not been adressed for the last 60 years and Even when the PPP Government has put it as part of Party manifesto has not done anything concreate so Far. The Citizen of FATA lives as Non- citizens of the Country in 2009.

Local Governemnts are also lacking here , Even this simple tool can lead to Econoimic activities has been Absent to Population of 3,176,331 Inhibitants FATA and Countless Un-counted , Afghan Refugees who refused to leave the FATA in addition as there is no Bills like electricty and water to pay and is free according to FATA regulations .

All the funds and Administrated from are managed from an Area outside the FATA in a secratariate which does not exist on FATA Soil and is Managed from Islamabad by remote control. Mostly consisting of Corrupt Beurucrates is another hurdle in Progress.

Dr. Alija Khan
